The answer is 'No.' Also, if you touch a piece (that is yours) you must move it [if the move is legal] and if you touch your opponent's piece you likewise must capture it [if legal]. An exception is if you say 'Adjust' or say the French equivalent word. When the clock has not been hit, the move is still valid. Unfortunately the time loss is quite real and there is no obligation to point out that a person's clock is running.
