Queens would have to cross it orthogonally. The Pawn rank could be further forward. If Pawns crossing the River acquired a sideways move as well it would solve the problem of barring them from the promotion rank until there was somehting to promote them to, as promotion could becaome optional (shades of Shogi as well!) on any move ending on that rank.
