The Buffalo goes back to the enhanced Knight in Cavalry Chess (also known as Magician's Chess) designed by Frank Maus in 1921.

Wouldn't it be more straightforward to simply describe the Buffalo as a
piece than can, from the middle of a 7 x 7 board, get to every square that
a Queen cannot? In that sense it is the 3-perimeter analogue to the Knight
which can do the same thing from the middle of a 5 x 5 board.
