It declares Checkmate when the royal pawn can still move to get 
out of check. Example:

3  b x     3

1 r bqr k  1
  abcdefgh
 (checkmate declared after White's move)
Capital letters represent Red pieces.
Lowercase letters represent White pieces.
x/X represents Pawns known by opponent not to be royal.
!/+ represents Royal Pawn
