Well the river Annan is in Scotland, which is not Southern by any standards. On the other hand it does flow to Scotland's south coast (west of the border with England), so perhaps the Southern tag is vaguely appropriate.

Does 'nifu' rule (no two unpromoted pawns in same column) apply when moving a pawns as southern pieces? Or does this rule apply only if you drop one?

The nifu rule only applies for pawn drops. It does not change in this game.
